Salem District Collector R. Brindha Devi has directed that rubber bushes (caps) must be fitted on the horns of bulls during jallikattu competitions to prevent injuries to bull-taming participants and spectators. She issued the instructions while chairing a consultative meeting at the Collectorate on Tuesday (December 23, 2025) to review the rules and regulations for conducting jallikattu in the district. The Collector said jallikattu events must be held only with prior permission from the district administration, in accordance with the Tamil Nadu Prevention of Cruelty to Animals Act, Section 3(2) - Conduct of Jallikattu Rules, 2017. Organisers in Salem district must apply at least one month in advance through www.jallikattu.tn.gov.in. Bull owners must upload details of their bulls on the website before the event. Only bulls above two years of age and with a minimum height of 120 cm will be permitted. Bull-taming participants must be above 18 years of age, medically fit, and registered online in advance. Emphasising animal welfare, she said bulls must be transported safely as per norms, and strictly prohibited the use of stimulants, chilli powder in eyes, sharp instruments, or any other cruel practices. She added that bull-tamers must undergo mandatory medical examinations and officials should ensure that no participant competes under the influence of stimulants or intoxicating substances. Officials from the Revenue, Police, Animal Husbandry, Medical, Public Works and other departments have been instructed to work in coordination to ensure strict compliance with safety and welfare guidelines.
